This handbook (interim) was developed by the Bureau of Naval E=Weapons, Department of the Navy on behalf of the Office of the Assistant Secretary of Defense (Supply/Logistics). It was prepared to meet a growing need for the use of standard sampling plans for life and reliability testing.

【摘要】:Thistestmethodisusedforacceptancetestingofcommercialshipments.Comparativetestsasdirectedin5.2maybeadvisable.Inacaseofadisputearisingfromdifferencesinreportedtestresultswhenusingthistestmethod,thepurchaserandthesuppliershouldconductcomparativeteststodetermineifthereisastatisticalbiasbetweentheirlaboratories.Competentstatisticalassistanceisrecommendedfortheinvestigationofbias.Asaminimum,thetwopartiesshouldtakeagroupoftestsamplesthatareashomogenousaspossibleandarefromalotofmaterialofthetypeinquestion.Thetestsamplesthenshouldbeassignedrandomlyinequalnumberstoeachlaboratoryfortesting.Theaverageresultsfromthetwolaboratoriesshouldbecomparedusingastatisticaltestforunpaireddataandanacceptableprobabilitylevelchosenbythetwopartiesbeforetestingisbegun.Ifabiasisfound,eitheritscausemustbefoundandcorrectedorthepurchaserandthesuppliermustagreetointerpretfuturetestresultswithconsiderationtotheknownbias.Thistestmethodisusefultoevaluatequalityandcostcontrolduringthemanufactureofpileyarnfloorcovering.Bothappearanceandperformanceofthepilefloorcoveringcanbeaffectedbydelaminationofthesecondarybacking.1.1Thistestmethodcoversthemeasurementoftheresistancetodelaminationofthesecondarybackingappliedtosomepileyarnfloorcoverings.1.2Thistestmethodisapplicabletoallbackingsincludingnaturalmanufacturedfibersorattachedcushion.1.3ThevaluesstatedineitherSIunitsorinch-poundunitsaretoberegardedseparatelyasthestandard.Withinthetexttheinch-poundunitsareshowninparentheses.Thevaluesstatedineachsystemarenotexactequivalents;therefore,eachsystemmustbeusedindependentlyoftheother.Combiningvaluesfromthetwosystemsmayresultinnonconformancewiththespecification.Incaseofrefereedecisions,theSIunitsshallprevail.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
