【摘要】:Thisguidehasthreepurposes:4.1.1Toserveasaguidefordevelopersofcomputersoftwarethatprovidesormakesuseofauthenticationandauthorizationprocesses,4.1.2Toserveasaguidetohealthcareproviderswhoareimplementingauthenticationandauthorizationmechanisms,and4.1.3Tobeaconsensusstandardonthedesign,implementation,anduseofauthenticationandauthorizationmechanisms.Additionalstandardswilldefineinteroperableprotocolsandmessageformatsthatcanbeusedtoimplementthesemechanismsinadistributedenvironment,usingspecificcommercialtechnologiessuchasdigitalsignatures.1.1Thisguidecoversmechanismsthatmaybeusedtoauthenticatehealthcareinformation(bothadministrativeandclinical)userstocomputersystems,aswellasmechanismstoauthorizeparticularactionsbyusers.Theseactionsmayincludeaccesstohealthcareinformationdocuments,aswellas,specificoperationsonthosedocuments(forexample,reviewbyaphysician).1.2Thisguideaddressesbothcentralizedanddistributedenvironments,bydefiningtherequirementsthatasinglesystemshallmeetandthekindsofinformationwhichshallbetransmittedbetweensystemstoprovidedistributedauthenticationandauthorizationservices.1.3Thisguideaddressesthetechnicalspecificationsforhowtoperformuserauthenticationandauthorization.Theactualdefinitionofwhocanaccesswhatisbasedonorganizationalpolicy.
