【摘要】:1.1GeneralThisEuropeanTechnicalSpecificationestablishesaprocessfortrainingandcompetencyassessmentofpersonnelwhodisassemble,assembleandtightenboltedjointssuchasfittedtoequipmentsubjecttothePressureEquipmentDirective97/23/EC(PED),inthecontentofthisTechnicalSpecificationnamed"PED".1.2RequirementforcompetencyTrainingandcompetence,experienceandknowledgeareoftenconfusedwitheachother.Trainingisnoguarantorofcompetence,norisexperienceaguarantorofknowledgeandunderstanding.Training,experience,andassessmentofknowledgeareallrequiredtoachievecompetence.Designcodesformechanicaljoints(seeforexampleEN1591-1orCEN/TS1591-3)increasinglyrequirecontrolledbolttighteninginordertomeetthespecifiedboltloadtolerances.TheintentofthisTechnicalSpecificationistoensurepersonnelarecompetenttoassembleandtightenboltedjointsusingthedesignboltloadanddocumentedworkinstructions,therebyestablishingajointcapableofmaintainingaleak-freestatusthroughoutits’servicelife.Competencyintheanalysisofjointfailureisnotrequiredbeyonduseofknowledgegainedduringtraining.AcorrectlyassembledandtightenedjointthatfailsinservicerequiresspecialistknowledgeandisoutwiththescopeofthisTechnicalSpecification.1.3ValidityThisTechnicalSpecificationisapplicableforboltedjointsincludedonmechanicalequipmentsubjecttothePED,oranyjointwherefailurewouldendangerpersonnel,plantortheenvironment.Suchjointsmayormaynotbefittedwithagasket.Thevalidityincludesallboltingarrangements,bothcircularandnon-circular,andfluids(gasorliquid)withtheexceptionof:?jointshavinglessthan4bolts,orboltdiameterslessthanM16;?potableorfirewater,sewagesystems.ThisSpecificationexcludes:?craftpersonnelwhoaretrained,examinedandverifiedascompetentintheircrafttrainingornormalcourseofworktoassembleboltedjoints,suchasinthemanufactureofequipment;?professionalpersons,whobytheirprofessionaltrainingandexperienceandcontemporarypracticesareregularlyconcernedwithboltedjointsandtheirassembly.1.4QualitymanagementsystemManufacturersoroperatorsneedtodevelopandincludeaproceduralframeworkwithintheirqualitymanagementsystemtomeettherequirementsofthisspecification.Suchaframeworkneedstoaddress:?identificationofpersonnelrequiringtraining;?identificationofacompetenttrainerortrainingprovider,e.g.“QualifiedPersonforPressure”;?evaluationoftheeffectivenessofthetraining.Forexamples,refertoENISO9001:2000,6.2.2.
